Environmental conservation is an extremely important issue relating to the survival of mankind. Although progress of the 3R and the consolidation of a legal framework aimed at “establishing a sustainable society” have achieved positive effects, including a significant reduction of the quantity of waste for final disposal, it is necessary to intensity the use of recycled resources in the light of the problem of treating disaster waste from the Great East Japan Earthquake and the accident involving a nuclear power plant, while ensuring the environmental conservation, safety and peace of mind of every measure designed to establish a sustainable society. Waste treatment facilities closely related to environmental conservation are often called troublesome facilities which are difficult to obtain the understanding of local communities.
