There was an increasing voice for the improvement of this test center as its building had deteriorated as well as was heavily congested, greatly inconveniencing users along with inadequate parking facilities. Under these circumstances, Hiroshima Prefectural Government decided to redevelop the Fukuyama Test Center as the Driving Licence Issuing Center of Eastern Hiroshima Prefecture (provisional name). The project was then implemented for the purpose of improving the administrative services relating to driving licences and making the driving licence issuing business more efficient.
